EU telecom investment held back by fragmentation, regulation, trade body says

( February 18, 2026, 06:00 GMT | Official Statement) -- MLex Summary: High levels of regulation and persistent market fragmentation continue to undermine telecom investment capacity in the EU, telecom trade association Connect Europe said Wednesday on the release of its 2026 State of Digital Communications report. Total telecom investment fell 2 percent for the second year in a row in 2024, while mobile revenues per user were lower than they were 10 years ago, it said. With negotiations on the Digital Networks Act underway and work on the review of the EU Merger Guidelines being finalized, policy change can no longer be deferred, it said.Statement follows.
