BR Korea fined by KFTC over Dunkin’, Baskin-Robbins franchise promotions

( February 1, 2026, 03:01 GMT | Official Statement) -- MLex Summary: BR Korea, the SPC Group foodservice arm behind Baskin-Robbins and Dunkin', became the first company to be fined since South Korea introduced a franchise promotion pre-consent rule in July 2022, after the antitrust watchdog found it ran franchisee-funded promotions without meeting the legal approval threshold. The Korea Fair Trade Commission imposed a corrective order and a 318 million won ($221,000) fine, saying BR Korea proceeded with two Dunkin' promotions in 2023 and 2024 even though it had not secured consent from at least 70 percent of franchisees, as required when store owners bear all or part of promotion costs. The regulator also cited a 2024 Baskin-Robbins telecom tie-up promotion, alleging BR Korea entered some franchisees as having agreed in its internal system even though they had not.Statement is attached (in Korean)....
