South Korea ends global CBPR fee waiver, moves to paid certification reviews

( January 29, 2026, 03:44 GMT | Official Statement) -- MLex Summary: The South Korean privacy regulator said it will begin charging companies a review fee to obtain global Cross-Border Privacy Rules certification, adopting a new operating guideline at its Wednesday plenary meeting. The Personal Information Protection Commission said it had waived fees through last year to help the program take root, but is now moving to a beneficiary-pays model to ensure stable long-term operation. The guideline also sets up a future split between audit and certification functions, with designated assessment bodies to conduct audits while the Korea Internet & Security Agency retains the final certification decision. The regulator said details such as the paid rollout timing will be finalized in the first half of the year. The CBPR is an international certification developed by the Global CBPR Forum that assesses companies’ personal-data protection practices to facilitate cross-border data transfers.Statement is attached (in Korean):...
