South Korea to require foreign e-commerce operators to appoint local representatives

( December 30, 2025, 04:07 GMT | Official Statement) -- MLex Summary: South Korea’s National Assembly on Tuesday passed amendments to the Act on the Consumer Protection in Electronic Commerce Act, which will close regulatory gaps arising from the growth of cross-border e-commerce, online customer-to-customer transactions and the increasing influence of online reviews. The Korea Fair Trade Commission said large foreign e-commerce businesses in South Korea will be required to appoint local representatives to handle consumer complaints, resolve disputes and cooperate with KFTC investigations, including submission of data and materials. The amendment also introduces a consent decree system that will allow cases to be resolved through negotiated remedies. The obligation for foreign operators to appoint a local representative will take one year after promulgation. Most provisions will take effect six months after promulgation.
