China orders three-year bovine meat safeguard with quotas, 55% out-of-quota tariff

( December 31, 2025, 08:09 GMT | Official Statement) -- MLex Summary: China’s Ministry of Commerce said Wednesday it has finalized a safeguard ruling on imported bovine meat, finding that a sharp rise in volumes caused serious injury to the domestic industry and ordering three years of protective measures from Thursday. The measures will take the form of "country-specific tariff-rate quotas," with imports above the quotas facing an additional 55 percent tariff, while in-quota volumes for each country will expand gradually each year through the end of 2028. Beef from certain developing countries and regions will be excluded if each economy’s import share stays below 3 percent and their combined share below 9 percent. The ministry added that beef-specific safeguards under the China–Australia Free Trade Agreement will be suspended during the safeguard period.The statement follows and the files are attached (Chinese)....
