Brazil’s streaming regulation bill triggers outcry from government, industry

By Henrique Santiago ( December 26, 2025, 15:55 GMT | Comment) -- A proposal to regulate the activities of video-on-demand firms, ranging from Netflix and Amazon Prime Video to YouTube, is causing widespread dissatisfaction, as the draft law creates different tax rates for companies, a minimum quota of national audiovisual content, and a nine-week window between the commercial release in movie theaters and the availability of the works on platforms.An advanced legislative proposal to regulate streaming platforms in Brazil has been sparking criticism  from Brazil’s Ministry of Culture, the audiovisual industry and video-on-demand providers, which allege — for different reasons — that the measure is misguided....
