Lithuanian city of Panevėžys restricted competition in waste management

The city carried out no competitive procedure, nor ascertained whether there were companies on the market that could provide the services — besides Panevėžio Specialus Autotransportas — which ultimately restricted rivals' opportunities to operate in the market. The authority decided not to impose a fine as the regulation changed during the law-breach period, but Panevėžys has been ordered to revoke the decisions adopted this year within six months, and to conclude new service contracts.Statement follows. ...
