Lithuanian city of Panevėžys restricted competition in waste management

( December 23, 2025, 11:59 GMT | Official Statement) -- MLex Summary: The Lithuanian city of Panevėžys breached competition law through internal transactions entrusting waste-management services to a company that it controlled, the national antitrust authority has said. The city carried out no competitive procedure, nor ascertained whether there were companies on the market that could provide the services — besides Panevėžio Specialus Autotransportas — which ultimately restricted rivals' opportunities to operate in the market. The authority decided not to impose a fine as the regulation changed during the law-breach period, but Panevėžys has been ordered to revoke the decisions adopted this year within six months, and to conclude new service contracts.Statement follows. ...
