South Korea privacy regulator promises enforcement 'paradigm shift' in 2026

( December 12, 2025, 07:11 GMT | Official Statement) -- MLex Summary: South Korea's privacy regulator has unveiled a 2026 work plan built around a "paradigm shift" in enforcement strategy, moving from ex-post penalties toward ex-ante risk prevention and frameworks tailored to AI-driven data use. According to the Personal Information Protection Commission, the blueprint combines tougher sanctions, including new punitive fines, stronger ISMS-P certification requirements and CEO-level responsibility. It also broadens the legal bases for data use in AI and actively supports the use of pseudonymized data. The regulator also plans to develop data-handling guidance for emerging technologies such as agentic AI, extend its MyData portability framework into additional sectors and bolster protections for vulnerable groups. Cross-border oversight will be reinforced through transfer impact assessments, pre-screening of data flows in merger deals and deeper coordination with foreign regulators.The statement is attached (in Korean)....
