Four software-testing firms fined in South Korea for rigging public tenders

( December 10, 2025, 05:29 GMT | Official Statement) -- MLex Summary: Four software-testing companies have been hit with tentative fines totaling 161 million won ($109,000) by South Korea’s antitrust regulator for rigging public tenders for software-testing systems. The Korea Fair Trade Commission found that Suresoft Technologies orchestrated a bid-rigging scheme with KULS, TBELL and Coontec in 11 tenders between December 2020 and July 2023, pre-arranging winners and bid prices so SureSoftTech would secure all of the contracts. The three partner firms acted as cover bidders, submitting prices and proposal documents supplied by Suresoft Technologies and helping keep winning bid ratios above 98 percent on contracts worth around 4.5 billion won in total. The final penalty will be determined when the regulator sends out the written judgment.The statement is attached (in Korean)....
