China's Guangdong Province moves data-export contract filings fully online

( December 2, 2025, 06:49 GMT | Official Statement) -- MLex Summary: The Guangdong provincial cyberspace authority on Friday moved the filing process for standard contracts used in cross-border personal-information transfers fully online, aiming to ease data flows for the southern Chinese province, Hong Kong and Macau. The new guidelines remove earlier paper-based submission requirements and further streamline filings. According to the provincial regulator, personal-information handlers or data recipients in the province’s nine cities can now submit records of standard contracts, commitment letters and authorization documents through dedicated portals within 10 working days of a contract taking effect, significantly reducing compliance burdens for companies.The statement follows and the file is attached....
