South Korea unlikely to adopt TDM exemption for AI developers, ministry says

( November 27, 2025, 06:45 GMT | Official Statement) -- MLex Summary: The South Korean government is unlikely to adopt a text-and-data-mining, or TDM, exemption to defuse conflicts between artificial-intelligence developers and copyright holders, and will instead move to modify the existing copyright system based on a fair-use principle, the Ministry of Culture, Sports and Tourism said Thursday. After reviewing precedents in countries that adopted TDM-exemption provisions, a working group found that those measures had not been effective in preventing disputes and did not provide sufficient protections for creators, it said. As a result, the group plans to develop ways to improve interpretations and related systems under the existing fair-use provisions. Meanwhile, the ministry said it aims to publish guidelines on the fair use of creative works in training AI systems by the end of 2025.The statement, in Korean, is attached....
