US commission recommends new export control regime to crack down on China

( November 18, 2025, 22:34 GMT | Official Statement) -- MLex Summary: The US-China Economic and Security Review Commission released a report recommending federal legislation to create "a consolidated economic statecraft entity" of several federal agencies to address China’s "systematic and persistent evasion" of export controls and sanctions. The commission argued the current export control regime is too spread out across agencies, and would benefit from consolidation and modernization. The commission also recommended combating Chinese practices of enhancing biotechnology and quantum technology with research and development, tightening oversight of advanced semiconductor chips — including moving to a "rent" model on the chips instead of selling them — and bolstering trade remedies and supply chains.Report and recommendation list attached....
