South Korean regulator pilots no-action letters for pseudonymized data use

( November 4, 2025, 06:03 GMT | Official Statement) -- MLex Summary: South Korea’s privacy regulator said Tuesday it launched a pilot “no-action letter” program to give companies and researchers greater certainty when using pseudonymized data for AI development across sectors. According to the Personal Information Protection Commission, applicants can submit concrete processing plans and, if it finds no violation, receive written notice that the activity is not subject to administrative action. The regulator said the program is aimed at cases where applying or interpreting current law or guidelines is difficult. Building on the pilot’s results, it plans to establish a formal notice in the first half of next year to provide a clear legal basis.The statement, in Korean, is attached....
