Singapore CCS launches consultation on merger and settlement guidelines

( October 27, 2025, 06:27 GMT | Official Statement) -- MLex Summary: The Competition and Consumer Commission of Singapore has opened a public consultation on proposed changes to its competition guidelines, following its periodic review of the Competition Act 2004. The consultation covers amendments to the Merger Procedure Guidelines; the introduction of a new Settlement Procedure Guidelines, replacement of the Fast Track Procedure for Sections 34 and 47 cases; and consequential changes to other CCS guidelines. The CCS said the revisions aim to provide greater clarity to businesses, reduce administrative burdens and ensure timely and robust merger assessments. Key proposals include a streamlined merger-assessment track for transactions unlikely to raise competition concerns and a revised settlement framework offering higher discounts for early resolution and clearer guidance on appeals.
