China's top legislature plans AI safety framework in overhaul of Cybersecurity Law

The proposed provision calls for stronger support for fundamental AI research and key technologies such as algorithms, the construction of AI infrastructure and the reinforcement of ethical standards, risk monitoring and security oversight to promote the sector’s healthy development. The draft also seeks to refine penalties for certain illegal acts, improve alignment with the Civil Code and the Personal Information Protection Law and reaffirm the Communist Party’s leadership over cybersecurity work. Between Sept. 12 and Oct. 11, the legislature received 162 public comments from 108 individuals and legislative liaison offices or entities about the draft amendment.
