China unveils certification framework for cross-border personal data transfers

Effective Jan. 1, 2026, the rules define the purpose, scope and application of personal information export certification, along with requirements for obtaining and maintaining the certification. The measures also specify the obligations of accredited certification bodies, including reporting certification credentials details and flagging any illegal data export activities to regulators.
