The fee is $46 per net ton on the operator of a foreign-built ship, up from $18 per net ton. USTR is also eliminating a provision retroactive to April 17, 2025, that suspended liquid natural gas export licenses in the absence of required restrictions on foreign-built vessels and is imposing 100 percent tariffs on ship-to-shore cranes and cargo handling equipment.
