China's Mofcom imposes new export-control measures on rare earth materials

( October 9, 2025, 02:34 GMT | Official Statement) -- MLex Summary: China’s Ministry of Commerce announced Thursday that it will impose export controls on certain rare earth materials, requiring foreign organizations and individuals to obtain dual-use export licenses before shipping these materials to other countries or regions. Exports destined for military users, entities on China’s control and watch lists — including their subsidiaries, branches and other affiliates in which they hold a 50 percent or greater stake, or for end uses related to military applications — will generally be denied, while chip and artificial intelligence-related applications will be reviewed on a case-by-case basis. The restrictions on Chinese-origin rare earths take effect immediately, while products made offshore containing, integrating or made with restricted items — or using Chinese extraction, smelting, refining or magnet technologies — will come under control starting Dec. 1.The statement follows and the files are attached:...
