Patent implementers eye victory in EU tech-transfer rules revamp

But details and conditions are tricky, and patent owners are expected to strongly push back against the text, which is still a draft on which the European Commission is gathering feedback until Oct. 23.Patent implementers across the EU have good reason to rejoice. In September, the European Commission took a key step toward one of the sector's long-standing requests: It inserted Licensing Negotiation Groups — LNGs — into the list of arrangements that could be exempted from antitrust scrutiny in technology transfer....
