EU court asked to clarify energy market manipulation rules in Austria Alpiq case

The request from Vienna’s Administrative Court on Monday comes after the Austria's energy regulator challenged the Vienna city authority's decision to impose penalties on the head of Alpiq for alleged market manipulation in electricity capacity auctions between Austria and Switzerland. The court has been asked to clarify whether EU REMIT rules apply to trading with non-EU countries and whether local authorities have the power to impose such penalties.Official application is attached.
