PCLOB structure, function don't show Congress' intent to prevent removal, US DOJ argues

The DOJ also argued that it is implausible that when Congress significantly rewrote the relevant statute in 2007, it intended to establish a removal restriction through inferences rather than statutory text. “The PCLOB’s structure and function do not establish any such intent, let alone a clear intent,” it said.See attached file. ...
