China draft defines which platforms, AI services face extra minors-protection duties

The draft defines platform providers broadly to cover online product and service operators, smart device makers and sellers, and emerging tech providers, including AI-powered services. Companies meeting thresholds — 10 million registered accounts or 1 million monthly active users — must adopt “minor modes,” run compliance systems and publish annual reports.
