Under the plan, which amends one from the European Commission, cargo transporters of liquefied natural gas from different countries should document the share of non-Russian supply in a delivery, which would then be allowed into the EU, the draft says. A new authorization process should also be established to streamline authorities' ability to verify a gas shipment's origin before it is imported.
