China tightens rare earth controls with imported minerals quotas, traceability rules

( August 22, 2025, 07:00 GMT | Official Statement) -- MLex Summary: China has issued interim guidelines on quota management for rare earth mining and processing, allowing the state to impose import and production caps on related minerals, the Ministry of Industry and Information Technology said in a joint notice with the Ministry of Natural Resources and the National Development and Reform Commission. Rare earth producers must submit monthly reports on product flows to a national traceability system, while local authorities will supervise compliance. Companies that violate the rules could face cuts to next year's quotas, license revocation or fines. The guidelines, which opened for public consultation on Feb. 19, serve as an implementation supplement to the country's Rare Earth Management Regulations adopted in October 2024.The full text of the guidelines follows:...
