It's a fight on two fronts: over which will country will get to host the agency, and over where control will lie over the authority's governance. While France and Spain are the key combatants in the lobbying fight to win hosting rights, the governance issue will more broadly see EU governments in dispute with the European Parliament.The EU is ready to start work on the biggest overhaul of its customs framework since 1968 — including establishing a decentralized agency to oversee what has so far been fragmented national enforcement....
