Wikipedia risks toughest UK online safety rules as ‘line had to be drawn,’ court hears

By Patricia Figueiredo ( July 23, 2025, 18:44 GMT | Insight) -- Wikipedia might need to comply with the strictest duties of the Online Safety Act, the UK government admitted in a London court today, noting that the categorization rules are based on platforms' functionalities and user numbers, not on perceived risks — adding that the policy line needed to be drawn somewhere. Wikimedia Foundation, which hosts the online encyclopedia service, is challenging the regulation's lawfulness over concerns it could undermine the anonymity of its volunteer editors. The litigation has already delayed the implementation of parts of the act as media regulator Ofcom is holding up the publication of its register of categorized services until the legal challenge is resolved. Wikipedia may be subject to the UK Online Safety Act’s most stringent regulatory duties, the British government admitted today in court, as a legal challenge brought by Wikimedia Foundation continues to delay implementation of the regime for online platforms more broadly....
