EU’s low-carbon hydrogen and fuel industry receive new emissions savings methodology

( July 8, 2025, 18:00 GMT | Official Statement) -- MLex Summary: Low-carbon hydrogen and fuel producers today received clear rules for calculating emission savings compared to unabated fossil fuels, the European Commission announced in a new delegated act. Hydrogen and fuels will be classified as low-carbon if they achieve at least 70 percent emission savings relative to conventional fossil fuels, the commission said. The methodology accounts for different production pathways to reflect the diverse energy mixes across member states, including hydrogen produced from low-carbon electricity, such as nuclear, or from natural gas combined with carbon capture and storage.
