Lukoil's control over assets pivotal for access question, EU legal opinion says

( July 10, 2025, 10:09 GMT | Official Statement) -- MLex Summary: Lukoil's economic autonomy to control infrastructure assets purchased from the state is crucial to assessing whether it can be forced to give access, according to an opinion prepared for the EU Court of Justice in a case stemming from a Bulgarian antitrust decision relating to Lukoil's acquisition of depots and pipelines in a privatization process. Advocate General Laila Medina said that Bulgarian judges needed to assess whether regulatory obligations limited that freedom, but the simple fact that Lukoil had acquired the assets in the privatization process didn't exclude applying a high legal test for mandating access.
