Vietnam adopts personal data protection law

( June 26, 2025, 06:44 GMT | Official Statement) -- MLex Summary: Vietnam’s National Assembly today passed the Law on Personal Data Protection, or PDP, with nearly 91 percent of lawmakers voting in favor. Compared to the last draft discussed by the assembly, the version adopted today recognizes “legitimate interests” and interests of the state as a legal basis for processing personal data without consent, but does not elaborate on what constitutes a legitimate interest. While it still bans the selling of personal data, the legislation adds six cases of personal data transfer and sharing that are not considered selling and are therefore permitted by the law. It also retains the stringent fines of up to 10 times the illicitly gained revenue for buying or selling personal data, up to 5 percent of a company’s annual revenue for cross-border data transfer violations and up to 3 billion Vietnamese dong ($117,900) for other violations.
