Chinese agencies set new caps on facial recognition use, tighten protections in Shanghai

( June 24, 2025, 09:36 GMT | Official Statement) -- MLex Summary: Personal information handlers are barred from making mandatory use of facial recognition technology or making it the sole method of authentication, according to a new compliance initiative for the use of the technology jointly issued by 11 government bodies in Shanghai. The use of the technology requires preconditions of specific purpose and sufficient necessity, such as maintaining public safety. In addition, data handlers are barred from collecting facial data without notifying users or processing it without obtaining individual consent or performing a comprehensive personal-information protection impact assessment. The initiative also says that facial recognition data must not be stored continuously after its collection purpose has been satisfied, and it explicitly places limits on adopting the technology in settings such as hotel guest rooms, public bathhouses and business premises.
