Multiple failures caused Spanish blackout in April, minister says

As detailed in the investigation report commissioned by the Spanish government, the minister cited a lack of dynamic voltage control tools, improper disconnections by generation plants, and atypical oscillations as the three main causes behind the overvoltage cascade that overwhelmed the system and led to the unprecedented blackout.The April 28 power blackout in the Iberian Peninsula was “a phenomenon of overvoltage" caused by improper disconnections, lack of sufficient voltage control capability and unexpected oscillations, said Spanish energy minister Sara Aagesen yesterday*, as the Spanish government released its investigation report into the incident (see here)....
