California AI report urges 'trust-but-verify' rules for most powerful models

By Mike Swift ( June 17, 2025, 23:17 GMT | Insight) -- In response to a charge by California Governor Gavin Newsom, a group of AI scholars set out eight key principles around the development of the most powerful frontier AI systems, including calls for greater transparency of how models are designed and trained, and a need for independent assessment of models’ potential harms. “The California Report on Frontier AI Policy” noted that there is “systemic opacity in key areas” of AI development, and it concluded that a purely self-regulatory approach isn’t enough to assure safety. The most powerful AI models developed in California need policy guardrails to balance innovation with safety, including rules for tech companies to share more about their systems, a group of scholars said today in a report requested by Governor Gavin Newsom....
