The EU watchdog has lost the power it used to take on the deal; UK enforcers are shying away from international deals; and US regulators are softer on deals that advance US companies' interests. Avenues to scrutinize the transaction do remain open — if the EU has the appetite to pick a fight.What a difference a year makes.
