The review will focus on how the authority's evaluation should give adequate weight to factors such as innovation, resilience or investment intensity of competition in certain strategic sectors. The review will cover both the guidelines for the assessment of mergers between actual or potential rivals in the same relevant market, and those for concentrations between businesses active at different levels of the supply chain.
