Key concerns include the scope of EU-CyCLONe, the EU’s cyber crisis response hub, leadership during crises, and the need for more realistic timelines and communication plans.Most EU member states want a clearer division of responsibilities between technical, operational, and political levels, and emphasize the importance of keeping national authorities closely involved.
