UK media watchdog Ofcom targeted by lawsuit over local television regulation

The Competition Appeal Tribunal has published a summary of the action, brought by David Henry, a Scottish independent TV producer. It includes an allegation that Ofcom failed to promote competition in the local television market by not notifying the merger regulator or government of the alleged transfer of five Scottish local television broadcast licenses to That’s Television, giving it a majority shareholding of a company named Comux UK. Henry's appeal claims this transaction was against the public interest and gave That’s Television "significant market power."Notice attached....
