US FTC's Edwards says consequences of COPAs are often harmful to consumers

( February 11, 2025, 23:31 GMT | Official Statement) -- MLex Summary: Clark Edwards, acting direct or the US Federal Trade Commission's Office of Policy Planning, wrote to the Indiana legislature regarding its plan to repeal the certificate of public advantage statute concerning hospital mergers. Edwards said COPA statutes protect anticompetitive mergers and instead impose governmental oversight and regulation in an attempt to mitigate the competitive harm. “As a recent FTC policy paper reports, empirical evidence on COPAs indicates that, in the long run, hospital mergers shielded with COPAs often lead to higher prices and reduced quality of care for Americans seeking healthcare,” Edwards noted.See attached file. ...
