The two student plaintiffs fail to allege that, for the defendant universities based outside of the Norther District of Illinois, "that any substantial events or omissions giving rise to their claims took place in Illinois." The complaint's "slight" connections and "conclusory" allegations that the defendant universities are tied to the district for having recruited and advertised students residing there — as well as allegedly having overcharged them — cannot support venue under Section 12 of the Clayton Act, the memorandum said.See attached document:...
