If an inquest committee decides that a case is appropriate for prosecution, and prosecutors choose not to pursue the case, the committee conducts a second inquest. If the case is then determined to be appropriate for prosecution by a super majority of more than eight members out of 11, the case is pursued, according to the Japan Federation of Bar Associations....
