CP Kelco files amended complaint challenging DOC chemical duty ruling in administrative review

( April 4, 2013, 22:31 GMT | Official Statement) -- MLex Summary: CP Kelco has appealed to the US Court of International Trade to reverse a final results determination in the US Department of Commerce’s sixth antidumping duty review on purified carboxymethylcellulose from Finland, which calculated a dumping margin of 12.06 percent. CP Kelco argues that although Commerce is only statutorily allowed to conduct a targeted dumping analysis with respect to an investigation, it calculated the weighted average dumping margin using the targeted dumping methodology.  See document below. ...
