Set to take effect on June 1, the provisions clarify the jurisdictions Internet regulators have in handling cases and administrative enforcement procedures they shall follow including those related to initiating the case, investigation and collecting evidence, hearings, making and serving administrative penalty decisions. It also guarantees the rights of the participants to apply for administrative reviews or file administrative litigation when they refuse to accept the decision.
