The commission alleged that all the checks originated within Thailand, naming one of the funding sources as Siam Indiga Co. The NACC also alleged that the four Chinese firms — Hainan Province Land Reclamation Industrial Development and Construction General Corporation, the Hainan Land Reclamation Commerce and Trade Group, Haikou Liangmao Cereals and Oils Trading, and Haikou Liangyunlai Cereals and Oils Trading — were not authorized by the Chinese government to act on its behalf. ...
