Two weeks ago, the buyer was still predicting that the deal would close by mid-year. But now the companies must overcome rising regulatory concerns that the merger would harm innovation and reduce the number of train-equipment makers in the EU and US to two, from three.Just two weeks ago, Wabtec’s chief executive sounded sanguine about the regulatory approvals he needed to buy Faiveley Transport, a rival railroad-equipment maker....
