USTR's 2024 NTE Report's different approach to identifying trade barriers 'misses the point' of statute, CSIS Scholl Chair Reinsch says

( April 2, 2024, 16:26 GMT | Official Statement) -- MLex Summary: The US Trade Representative's 2024 National Trade Estimate Report "deliberately" took a different approach in laying out criteria to identify trade barriers, and those criteria "ignore whether a policy is a barrier and instead focus on whether the other countries’ policies were undertaken for legitimate public policy reasons and were 'valid exercises of sovereign policy authority,'" said William Reinsch, the Scholl Chair in International Business at the Center for Strategic and International Studies. That approach, he said, "completely misses the point" of Section 181 of the Trade Act of 1974 — which contains the requirement for the report — and "is particularly harmful to the digital sector," he said.Statement follows below:...
