The trade ministry found that Chinese and South Korean companies were selling potassium hydroxide, used to make alkaline batteries and soap, at prices 40 percent to 50 percent lower than in their own countries, shrinking sales by Japanese companies by nearly a fifth. The ministry has recommended an anti-dumping duty, expected to take effect as soon as April, the report said....
