Project proposals were offered to certain vendors long before budgets are even approved, said KPK Research and Development Director, ad interim, Cahya Harefa, on Monday, revealing agency research intended to prevent corruption in public tenders. Another common means of corruption was document manipulation by potential winners that involved artificially high prices, bribery, and collusion with tender committees to obtain contracts. Based on the results of its research, the KPK recommended that ministries close any loopholes that would permit corruption. The watchdog also suggested that the National Development Agency review the possibility of holding centralized tenders. ...
