Ipsos argues that rules on notifications haven’t been published in the official government gazette, that any attempt to investigate or charge its employees will violate the constitution, and that the company informed the public about the acquisition through the media. Under the law, a breach can result in imprisonment for up to five years, a 10 million-shilling ($98,000) fine, or both....
