Hong Kong mulls measures to curb bid rigging in building maintenance

( December 3, 2015, 09:15 GMT | Official Statement) -- Hong Kong's Development Bureau is considering measures to strengthen technical support to homeowners and their access to information relating to building maintenance costs, as part of efforts to reduce the risk of bid rigging in building maintenance works, Secretary for Development Paul Chan said late yesterday. The bureau is studying the measures with the Urban Renewal Authority, Chan told the Legistative Council. The official rejected a proposal by lawmakers that a supervisory body be set up to publish a list of qualified consultancy firms and contractors, saying that the move may not be able to exclude problematic companies from the market because of the complexity involved in those bid rigging cases, according to a transcript posted on the legislature's website....
