WhatsApp, Signal could see more limited scanning orders in EU child protection law

By Nicholas Wallace ( October 13, 2023, 15:43 GMT | Insight) -- Encrypted messaging services such as WhatsApp and Signal could see more limited orders to scan for child abuse imagery under a proposed change to a draft EU law to be discussed by ambassadors tonight. The change would limit the orders to scanning only for previously-identified images of child abuse. Provisions allowing orders to cover unidentified images would be suspended, pending a subsequent decision by member states, while provisions covering grooming behavior would be removed and set aside for future legislation. Ambassadors will discuss the revisions in a closed-door meeting, in the hope of paving the way for an agreement by ministers next week. Meanwhile, the European Commission is facing questions from lawmakers and the EDPS over its use of microtargeted ads to promote the bill.Providers of encrypted messaging services, such as WhatsApp and Signal, may be subject to more narrowly-focused orders to scan for evidence of child abuse than they originally feared, under a proposed change to a draft EU law to be discussed by ambassadors this evening. ...
