South Korea's revised antitrust fine guidelines take effect, raising penalty floors

( April 28, 2026, 03:01 GMT | Official Statement) -- MLex Summary: South Korea’s revised notice on antitrust fine calculations will take effect on Wednesday, bringing sharply higher penalty floors and stricter reduction rules into force. The Korea Fair Trade Commission said the revised regime raises minimum baseline rates across all competition-law violations, including cartels, where the minimum will rise to 10 percent for less serious conduct and 15 percent or more for serious cases. It also strengthens surcharges for repeat offenders, raises penalties for unfair support and self-dealing to as much as 300 percent of the benefit provided and narrows reductions for cooperation and voluntary correction. The watchdog said the changes are intended to prevent companies from treating fines as a routine cost of doing business.Statement is attached (in Korean)....
